Translated in English 
"When a conversation between a senior official and an ordinary employee of an institution started out of confusion, when the fact came to the fore that the person who was a classmate with both of them, is now a dear friend of both of them, then in the conversation of both of them there was an intimacy by erasing the distinction of position. Communication started happening."
